Wow, under one. That is quite small. My friend teaches this kind of class, but I don’t think the babies are quite that little.
Mostly it would be listening to music, trying to sing along, clapping hands, etc. Kids a bit older (who can walk) would do things that build hand-eye coordination, such as putting a toy in a box, kicking a ball, throwing a ball, touching toes, jumping up and down, etc. Babies that small can only do it for about 15 min at a time, if you are talking about a class situation.
I think when moms take their babies to such a class they just want to get out of the house, meet other moms, let their kids interact w other babies, and get ideas for how to help their baby. Japanese kids are not exposed to as many different people and social situations as American kids are (plus very few young kids have their own bedroom), so it helps to get them out of the house and take them to a place that is spacious, baby-friendly and colorful with lots of toys.

By the way, in these types of classes the mother stays with the baby and interacts w the baby the whole time–so it does build the mom/baby relationship. The teacher is leading the group and showing the mom what to do.
